Capital Improvement Plans

Developing a Community Vision

For our municipal clients, most projects begin with long-range capital planning in which projects, priorities, and financing are developed. The process begins with a systematic review of all projects within a community in order to prioritize them, identify funding opportunities, and create a general timeline for project completion. The result is a Capital Improvement Plan, which serves as a five to 10-year community planning and fiscal management tool. We finish the process by providing city staff with technical assistance in presenting it to elected officials and the public.

A Valuable Community Tool

Capital Improvement Plans provide strong value to communities including:

Staff & Community Involvement

Input is gathered from all sources including staff and community members in order to develop a plan that meets the needs of the community as a whole and garner plan support.

Financial Planning

A schedule is developed to identify debt and/or borrowing needs, allowing time to seek funding assistance.

Long-term Project Scheduling

Keeps projects on schedule to ensure timely completion and helps in responding to citizen requests, inquiries, and complaints with a clear vision of when project phases will occur.

Process & Expertise You Can Rely On

By tailoring our efforts and processes to fit your community needs, we’re able to streamline the development of your Capital Improvement Plan. Working alongside your staff, we will develop a systematic way to prioritize projects. From funding to environmental concerns, right-of-way, and design, we understand all aspects of project development. With years of experience, we’re able to anticipate project challenges before they arise and proactively determine the best potential solutions. Up-to-date knowledge of project costs and funding sources allows us to help you overcome funding gaps quickly and efficiently.

We know who to ask, how to ask, and how to properly use and document funding assistance, which has played a significant role in helping our clients achieve project success.
