Capital Improvement Plans

Developing a Community Vision

For our municipal clients, most projects begin with long-range capital planning in which projects, priorities, and financing are developed. The process begins with a systematic review of all projects within a community in order to prioritize them, identify funding opportunities, and create a general timeline for project completion. The result is a Capital Improvement Plan, which serves as a five to 10-year community planning and fiscal management tool. We finish the process by providing city staff with technical assistance in presenting it to elected officials and the public.

A Valuable Community Tool

Capital Improvement Plans provide strong value to communities including:

Staff & Community Involvement

Input is gathered from all sources including staff and community members in order to develop a plan that meets the needs of the community as a whole and garner plan support.

Financial Planning

A schedule is developed to identify debt and/or borrowing needs, allowing time to seek funding assistance.

Long-term Project Scheduling

Keeps projects on schedule to ensure timely completion and helps in responding to citizen requests, inquiries, and complaints with a clear vision of when project phases will occur.
