Hickman Road & SE Legacy Pointe / NW 161st Street Intersection Improvements

To support long-term traffic efficiency and corridor consistency along Hickman Road, the cities of Clive and Waukee partnered on a joint project to reconstruct and upgrade a key segment of SE Legacy Pointe Boulevard. Snyder & Associates served as the lead design consultant for this effort, which enhances multimodal access, improves stormwater quality, and supports continued growth in the surrounding area.

Upgrading to a Consistent Boulevard Design

Located just south of the busy Hickman Road intersection, this one-block segment of Legacy Pointe Boulevard was reconstructed to match the boulevard configuration of adjacent roadway sections. The work included full-depth PCC pavement construction, new sidewalks, accessible pedestrian ramps, and a raised median — all aimed at improving traffic operations, reducing conflict points, and promoting pedestrian safety. Traffic signal upgrades at the intersection of Hickman Road and SE Legacy Pointe/NW 161st Street were incorporated into the project, along with new pavement markings and signage to clearly define lane usage and turning movements.

Sustainable Stormwater Management

Given the city’s emphasis on stormwater quality, Snyder & Associates developed a drainage solution that captures and treats runoff on site. The design features vegetated drainage swales with underground rock chambers that filter the “first flush” of stormwater, removing pollutants and reducing the environmental impact of roadway runoff. This system meets municipal stormwater requirements while supporting the aesthetic goals of the corridor.

Maintaining Access During Construction

With high traffic volumes and nearby commercial development, traffic control and construction phasing were carefully planned to minimize disruption. Throughout construction, the project team maintained access for businesses and the traveling public, prioritizing safety and continuity. This successful collaboration between two growing metro-area communities is a model for phased, multi-jurisdictional infrastructure improvements that balance immediate needs with long-term performance and sustainability.
