Jasper County has undertaken a multi-phase improvement program along County Highway F-48, extending from the City of Newton/Lambs Grove area west to the Polk County/Jasper County line. Snyder & Associates provided engineering services for the corridor improvements, helping the County advance a series of resurfacing and safety upgrades designed to improve pavement conditions, enhance driver awareness, and support long-term roadway performance.
The project was initiated following Jasper County’s 2018 Local Road Safety Plan. From that planning effort, the County identified Highway F-48 as a priority corridor for targeted safety and pavement improvements. The resulting project was structured in phases to support funding, design, and construction sequencing across the corridor.
Resurfacing & Safety Enhancements Improve the Driving Experience
A major focus of the project included restoring the roadway surface through milling, pavement patching, and hot-mix asphalt resurfacing. These improvements addressed deteriorated pavement conditions while extending the service life of the corridor.
In addition to resurfacing, the project incorporated several safety-focused upgrades, including two-foot paved shoulder widening with a safety edge, centerline and edge-line rumble strips, grooved and durable retroreflective pavement markings, roadway and curve signage upgrades, guardrail improvements, and culvert extensions. Together, these enhancements improve visibility, lane awareness, roadside safety, and overall corridor consistency.
Careful Construction Staging Maintains Access
Maintaining local traffic during construction was a key challenge, particularly within Lambs Grove, where several residential and commercial properties rely on dead-end side streets for access. Snyder & Associates helped develop construction staging that preserved access while allowing resurfacing and safety improvements to move forward efficiently.
Additional coordination was required near the Interstate 80 interchange, where construction staging had to account for higher traffic volumes and interchange operations. Poor bridge approach pavement and guardrail conditions near the Iowa Interstate Railroad bridge also required close coordination.
Bridge & Curve Improvements Address Corridor Needs
The project also included improvements related to bridge infrastructure over the Iowa Interstate Railroad. Snyder & Associates worked with Iowa Interstate Railroad to address old and failed bridge approach pavement, guardrail systems, and bridge barrier rails. A side road railroad crossing was also removed, improving safety and simplifying traffic movements in the area.
As part of Phase 3, County Bridge O10 will be replaced with a twin reinforced concrete box culvert on a redesigned roadway curve. This improvement will address an aging bridge structure while improving the roadway alignment and geometry, Â supporting a safer, more consistent corridor.
Phased Delivery Moves Toward Completion
Phases 1 and 2 of the Highway F-48 improvement programs are complete, with Phase 3 currently in the construction phase. The projects have been supported through a combination of Highway Safety Improvement Program, Surface Transportation Block Grant, and Farm-to-Market funding.
Through phased implementation, Jasper County is transforming Highway F-48 into a smoother, safer, and more reliable corridor for residents, regional travelers, agricultural traffic, and commercial users.
