3rd Street Northeast Reconstruction – Belmond, Iowa

Modernizing Infrastructure and Enhancing Connectivity in Belmond

To address aging infrastructure and improve overall street conditions, the City of Belmond partnered with Snyder & Associates to lead the design and construction of the 3rd Street Northeast Reconstruction – Phase 2 project. The improvements focused on a 1,775-foot corridor, including 3rd Street NE from 1st Avenue NE to 6th Avenue NE and a portion of 2nd Avenue NE between 3rd and 4th Streets NE. This project delivered significant upgrades to both surface and subsurface infrastructure, improving reliability and safety for residents, businesses, and pedestrians.

Full Corridor Reconstruction with Utility Upgrades

The project involved the complete removal and replacement of deteriorated pavement, sidewalks, and driveway approaches. All pedestrian facilities were upgraded to meet ADA compliance, improving walkability and safety throughout the neighborhood. Beneath the roadway, the reconstruction included replacement of critical underground infrastructure, such as water mains, sanitary sewers, and storm sewer lines. Excavation depths of up to 10 feet were necessary to install the new sanitary sewer and water main systems. These improvements not only addressed aging utilities but also provided enhanced service reliability for homes and businesses along the corridor.

Improved Stormwater Management

To reduce the risk of localized flooding and improve overall drainage capacity, the project team upgraded the storm sewer system with additional street intakes and larger-diameter piping. These enhancements were designed to handle increased runoff more effectively during storm events, supporting the city’s long-term stormwater management goals.

Phased Construction and Community Coordination

Construction was carefully staged to maintain access to homes and businesses throughout the duration of the project. Coordination with utility providers allowed for the proactive relocation of gas, electric, and communication lines prior to major roadway work. Public engagement was a key focus, with residents receiving advance notice of sidewalk closures and temporary water service disruptions to minimize inconvenience.

By integrating roadway, utility, and pedestrian improvements into a single, well-coordinated effort, the 3rd Street Northeast Reconstruction – Phase 2 project has delivered a modern, durable transportation corridor that meets current standards and anticipates future community needs.
