Madison’s First Permanent Men’s Shelter Prioritizes Sustainability & Dignity

For decades, men experiencing homelessness in Madison sought shelter in temporary spaces, often in church basements or emergency accommodations. That has changed with the construction of the city’s first permanent men’s homeless shelter, Bartillon Shelter. Located at 1902 Bartillon Drive near Reindahl Park, this long-awaited facility was designed to provide stability, support services, and a welcoming environment for up to 250 residents. Developed through a partnership between the City of Madison, Dane County, and non-profit operators, the shelter is a crucial step toward addressing the city’s ongoing housing crisis. In addition to providing a safe place to sleep, the shelter includes dormitory-style sleeping quarters, a commercial kitchen and laundry facility, an outdoor patio, and dedicated space for support services. Sustainability features, such as solar panels and a rainwater collection system, were incorporated into the design to minimize environmental impact.

 

Creating a Welcoming & Sustainable Space

To ensure the shelter met both functional and community-oriented goals, Snyder & Associates provided site engineering and landscape architecture services that emphasized sustainability, accessibility, and dignity. Our team worked closely with city and county officials, design consultants, and non-profit shelter operators to develop an efficient and non-institutionalized layout that removes stigma and fosters a sense of community. A key objective of the project was to achieve LEED certification, reflecting the shelter’s commitment to environmental stewardship. Sustainable elements include the use of permeable pavers and a buried stormwater cistern, which help manage runoff while allowing for rainwater harvesting. This collected water is reused for toilets and irrigation, reducing the facility’s reliance on municipal water supplies. Native prairie vegetation was incorporated into the landscape design to support pollinators, improve soil health, and lower long-term maintenance costs. Additionally, the building incorporates a geothermal system to enhance energy efficiency and a green roof to further improve insulation and stormwater management.

 

Overcoming Design & Site Challenges

As with any large-scale project, the shelter’s development presented unique challenges. The structured user program required careful planning to ensure ADA compliance, accommodate queuing needs, and maintain clear sightlines for security while preserving a sense of openness. Operational considerations, such as intake procedures and 24-hour staffing, were also factored into the site design. From an engineering perspective, the shelter’s location within a wellhead protection zone required thoughtful stormwater management solutions to safeguard drinking water sources. Additionally, limited square footage and unsuitable soils necessitated innovative space planning and infrastructure solutions to maximize functionality without compromising safety or comfort.

 

A Model for Future Shelters

Bartillon Shelter, completed in the spring of 2026, now delivers essential support to the community and serves as a model for future regional shelter projects. By integrating sustainable practices, prioritizing accessibility, and fostering a welcoming environment, this project reflects a broader shift in how communities address homelessness. Snyder & Associates is proud to play a role in this transformational effort, helping to create a space that supports Madison’s most vulnerable residents while setting a new standard for sustainable and dignified shelter design.
